Yes, IMSLP is public domain, organised for free (both as in beer and as in freedom) by people who volunteer, there's no subscription fee, no basket, no shopping cart, it is very organised, you can find information about publications of various pieces, publishing houses, information about copyright laws and legislations for a lot of countries in the world, and you can also upload your own scores (released under a creative-commons -or similar- license), and you can find more than 20,000 scores (as opposed to 1,300 scores of virtualsheetmusic.com). Plus, IMSLP has its own page with websites that provide music for free available online.

I'd never visit any other website other than IMSLP.

I love IMSLP for some things. Indiana University also has a site as well, however the music is not for download there - I believe, I haven't found a way to d/l it. If you want early music, La Trobe University has a rather large database of medieval - early renaissance works.
