Why can't I post new topics in the upload section of the forum?

Ever since the switch to the new site, I can't post new topics in the music upload forum. It just says "You cannot start a new topic" where it should say "Start new topic". What gives?

All uploads must be done at Record Hall.

I thought we could post topics and music here now? When I go to recordhall I get a site for someone offering to make mp3s/midis for a fee.

Thanks. Figured it out. I think it was just my profile wasn't bringing me to the link to upload my compositions OR my own dullness navigating the new YC. Please savor my bad music entry.
