He suggested i'd learn harmony to begin with, and that i'd do exercises arranging bass lines and 2, 3 and 4 part harmony for melodies. I should perhaps find someone to give me feedback on my attempts, so i was thinking maybe someone on this board could help me out. Also, what would be a fair hourly wage for this job? Quote

My interpretation is that he is a beginner looking for someone with a degree in music to teach him harmony. In other words, the subject is [Do you] have a degree in music--[are you] looking to earn some money [by teaching him harmony]? In which case, I think this is a perfectly good place to go for help. John, I might suggest publicly posting your harmony exercises on this site.
