A couple of Questions

So I'm writing a new piece (I've decided to call it "The Age of Aegis") and I have a couple of questions for how to write things out in a score

1) When writing for stopped horns, should I write the pitch I want to sound or the pitch that will play when stopped? (ex. should I write a concert C if I want that played or a Concert Db so when played it sounds Concert C)

2)I know that Clarinets can do their own version of "Bells Up" (Thank you John Mackey), but can Oboes and English Horns  (and to that extent Soprano Saxophones) do the same thing?

2) As far as I'm concerned, "Bells Up" doesn't really change the sound in any way, it's just for the show. If you want people to be noticed when they're playing you can tell them to stand up, unless they're cellists (which means they have to sit) or doublebassists (which means they already stand up).

I'm not sure about the first question, I guess you could just write above it that it's the opened pitch (or the stopped one).

I'm not the best orchestrator so don't take everything I say as an absolute truth, but I hope that getting help from an amateur orchestrator is better than no help at all. 

I know Bells up doesn’t change the sound, but would it be hard for an Oboist or An English Hornist to do it?

And yes, getting help from an amateur is better than nothing.

bells up is no problem

re. stopped: write the notation for the pitch you want to hear. The player will compensate. If you want a C write G.
