Any suggestions?? (1st movement of symphony)

I'm currently working the 2nd movement of this symphony, but I would like suggestions for the 1st movement (comments, Ideas, Tips, etc.)

It sounds like, especially at the beginning, you don't know what notes you want to be part of the extended harmony and what notes you want to be non-harmonic tones, so when they clash and do their own thing in their own registers it kind of all comes together really awkwardly in two different contexts.
