The exposition plays the subjects in the tonic and dominant, and the recapitulation the subjects are played in the tonic, what keys are the subjects standardly played in in the development? If the fugue is in A minor then in the middle entries the subjects could be in B minor, C major, D minor, E minor, or F major or even G major. Those keys are mostly diatonic to A minor (whether you're using melodic, harmonic or natural minor is up to your discretion but you wouldn't use for example F# minor because it has a C# in it which would be part of A major).
